Beautiful old brass office spindle / bill spike. It has a removable sheath on the spike . The base is decorated in celtic type patterns. The brass has lost its shine on the base, when viewing the underside it seems to have a heavy metal base - possibly lead. It has good weight and as far as office spikes go , is the nicest one I have ever seen. Hard to date this item. It is a beautifully made item worn over time. My guess is that its an arts and crafts item. The arts and crafts movement was initiated in reaction against the perceived impoverishment of the decorative arts and the conditions in which they were produced, the movement flourished in Europe and North America between about 1880 and 1920
